With its good wind resource, the Noble Flat Hill Windpark is ideally positioned to provide clean energy and economic benefits resulting from a state-wide initiative to get more energy from renewable sources. Noble Environmental Power proposes to install 134 GE 1.5 megawatt turbines in the townships of Spring Prairie and Moland, with construction to begin in 2010. The 201 megawatt windpark would yield the following benefits for the townships of Spring Prairie and Moland, Clay County and its schools:

Economic benefits

  • Production tax payments from the Noble Flat Hill Windpark will provide new income for the townships of Spring Prairie and Moland, Clay County and its schools every year. This money can be used to reduce local taxes and improve local services.
  • Easement payments to participating landowners and purchases fom local vendors and service providers will significantly contribute to the local economy.
  • Over 20 years, the Noble Flat Hill Windpark will create approximately $140 million in local economic benefits.       
 

 
Permitting
 

In 2008, Noble Flat Hill Windpark I, LLC submitted a Site Permit application, a Route Permit application, and a Certificate of Need application to the Minnesota Public Utility Commission (PUC) for a Large Energy Facility, 201 MW Large Wind Energy Conversion System and associated facilities to be located in Clay County, MN.  All 3 applications have been deemed complete and are continuing through the permitting process.

The PUC's Energy Facilities Unit is responsible for the oversight of the permitting process, which features many opportunities for public participation. Please visit the Minnesota PUC website to track the progress of each application.
