Senior Executive Management

Walter Q. Howard | Chief Executive Officer
Mr. Howard is also a member of the Management Committee. He has extensive experience in business development, project finance, and operations within the utility industry. He is a frequent speaker on these topics at industry forums. Mr. Howard has held CEO, COO, CFO, and SVP executive positions with utility leaders including Noble Power Assets, US Generating Co., J. Makowski Co. Inc., General Electric, American Water, and Poseidon Resources, over a career of 30+ years. His projects have won “deal of the year” awards in finance and engineering categories in New York, Florida, Massachusetts, and Algeria. Mr. Howard holds BSCE and M.Eng. degrees from Cornell University, and an MBA from Harvard. He is a Licensed Professional Engineer in the State of New York.


Charles C. Hinckley | Executive Chairman

Mr. Hinckley is a founder of Noble and a member of the Management Committee. Mr. Hinckley’s experience includes operations, engineering and construction, sales, project development, and project and corporate finance. Career highlights include leading the development and finance of the largest power project in the history of Senegal, West Africa, and the development of numerous state-of-the-art clean energy power projects in California. Mr. Hinckley was an officer with KENETECH Corporation, a pioneer in the renewable energy business. Prior to this, he worked for GE Capital in Stamford, Connecticut. Mr. Hinckley spent six years in the U.S. Navy and was the Chief Engineer on a gas turbine-powered ship. He received his degree in Physics, from Miami University of Ohio.

Christopher Lowe | Chief Financial Officer
Mr. Lowe is a member of the Management Committee and is responsible for the overall financial management of the company, including the financial planning and budgeting processes. He leads Noble's Project Finance Team in financing the company's windpark projects. Mr. Lowe has more than 17 years of experience in the project finance and power generation sectors. Prior to joining Noble, Mr. Lowe was a Managing Director at JPMorgan Securities, and most recently, a Managing Director and Head of the Americas Resources and Energy Group at HSBC Securities. Mr. Lowe holds a Master's degree from Cambridge University in the United Kingdom and is also a CFA Charterholder.

John Quirke | Executive Vice President, Development

Mr. Quirke is a founder of Noble Environmental Power and is a member of the Management Committee. Mr. Quirke’s experience includes power project operations, engineering, project development, and finance. Career highlights include managing a power project development joint venture with United Technologies Corporation, and leading the equity finance team for large power projects in Pakistan and West Africa. Mr. Quirke worked for both GE Power Systems and GE Capital. He was also in the international operations group for the Electrical Supply Board of Ireland. Mr. Quirke earned his degree in Civil Engineering from the National University of Ireland, and his post graduate degree in Operations Research from Trinity College, Dublin.

Neil P. Dyment | Sr. Vice President, Accounting and Purchasing

Mr. Dyment is responsible for the overall management of corporate accounting, purchasing, tax compliance, and financial reporting. He brings more than 30 years of accounting, finance, and operations expertise. Mr. Dyment comes to Noble from La Petite Academy, where served as Sr. Vice President and Chief Financial Officer. Prior to joining La Petite, Mr. Dyment was employed by Argus Management Corporation, which provides financial consulting and interim management services. Other career highlights include managing CHEMFAB Corporation’s largest manufacturing plant and serving as CHEMFAB Corporation’s Corporate Controller. Mr. Dyment is a CPA and holds a BS in Business Administration from Northeastern University.

Robert L. Fricchione | Sr. Vice President, Human Resources

Mr. Fricchione is responsible for all aspects of human resources management with a focus on talent acquisition and management as well as overall organization preparedness and effectiveness. He has more than 20 years of successful experience in the global power industry. Prior to joining Noble, Mr. Fricchione has served as Senior Vice President and Chief Human Resources Officer for Alstom, Inc. and led business driven HR functions within organizations such as ABB Power Generation, and Eastman Kodak at the corporate and divisional levels. Mr. Fricchione holds a BS in Business Administration as well as a Masters degree in Counseling Psychology. He is also an alumnus of the Harvard Graduate School of Business, having successfully completed their Advanced Management Program (AMP).

Elizabeth A. Grisaru | Sr. Vice President, Deputy General Counsel

Ms. Grisaru has more than 17 years of experience in both public and private sector law, with emphasis on land use and environmental issues, litigation, and energy matters.  Prior to joining Noble, Ms. Grisaru worked as in-house counsel for the New York Independent System Operator, where she assisted in the development of market monitoring procedures and advised on transmission planning and the implementation of the Federal Energy Regulatory Commission’s electric generator interconnection policies. Ms. Grisaru holds law degrees from New York University and the University of Cambridge.

Daniel Mandli | Sr. Vice President, Operations
Mr. Mandli is responsible for organizing, recruiting, hiring, training and managing Noble’s North American Operations and Maintenance team. He is also responsible for the formation and management of Noble 24 hour National Operations Center. Mr. Mandli, a former General Manager of Wind Operations at FPL Energy, Inc. and one-time Director of Service, Installation and Engineering for NEG Micon USA, Inc., has more than 10 years experience in wind plant operations, with emphasis on tracking and increasing overall turbine performance, customer service, process engineering, manufacturing and project management. He also has more than 17 years of experience in manufacturing management, with a focus on process optimization. Mr. Mandli has a Bachelor of Science degree in Chemical Engineering from the University of Wisconsin-Madison and holds a master’s degree in Business Administration with honors, from the University of Illinois-Champaign-Urbana.

C. Kay Mann | Sr. Vice President, General Counsel
Ms. Mann is responsible for overseeing Noble’s legal department and advising senior management on risk identification and mitigation. She has more than 20 years’ legal experience in corporate matters, energy, oil and gas, and construction industries and has advised energy companies at all phases of project development and operation. Ms. Mann is experienced in virtually all aspects of international business and commercial law, including: compliance; transactions; corporate governance; risk identification and policy development; legal resource evaluation; management, labor and employment; and litigation. Prior to joining GE in 2002, she served as Assistant General Counsel at Enron Wholesale Services and Senior Counsel at Enron Engineering. Ms. Mann also served as General Counsel at Technip USA.

Thomas F. Swank | Sr. Vice President, Commodities

Mr. Swank's responsibilities include managing Noble’s energy and green attribute commodity positions and pursuing acquisition opportunities for the company. He has more than 15 years experience in the natural gas and merchant power markets, and has held management positions in marketing and trading, project development, and asset management. Previous industry experience includes positions with Sempra Energy Trading, El Paso Merchant Energy, and Dynegy Corp. Career highlights include the commercial management of a 2,500 MW generation portfolio, and the negotiation and execution of a 200 MW, 30 year PPA for a renewable energy project. Mr. Swank holds a Bachelor of Science in Commerce from the University of Virginia.

Jeffrey J. Taylor | Sr. Vice President, Construction
Mr. Taylor is responsible for the construction of Noble’s wind energy facilities. He brings more than 20 years of experience to Noble, having held Senior Management positions in large regional, national, and international engineering and construction organizations. Mr. Taylor’s expertise lies in project development, revenue growth, and the delivery of cost effective production with exceptional margins. He comes to Noble from Fru-Con Construction Corporation, where he provided assistance in the development and implementation of a business plan to introduce Fru-Con to the air pollution control market; this effort resulted in the award of one project, with four others pending -- in less than one year. Mr. Taylor has also worked for SNC Lavalin Constructions (formerly NEPCO), Shaw Constructors, Inc., and Cajun Contractors. He holds a BS in Mining Engineering from the University of Kentucky and is a Licensed Professional Engineer in the State of Kentucky.

Jeffrey T. Wood | Sr. Vice President, Project Finance

Mr. Wood is responsible for non-recourse financing and raising debt and tax equity for all of Noble’s windparks. He has more than 18 years of experience in project finance in the energy and power sectors, having held management positions at Chase Manhattan Bank – internationally, Societe Generale, and most recently, Wachovia Securities. Career highlights include raising nearly $7 billion in debt and equity for non-recourse projects as financial advisor or lead arranger, including $2.5 billion of project finance for the Paiton I project and $600 million of non-recourse debt and equity for the 500 MW HVDC transmission line known as the Neptune project. Mr. Wood graduated from the University of Tennessee with a Bachelor of Science degree, magna cum laude; he also holds an MBA from the Fuqua School of Business at Duke University.

Vice Presidents

Charles Aldridge | Vice President, New York Assets

Mr. Aldridge is responsible for multiple aspects of several projects, from financing to construction through the operational period. He assures the projects are compliant with regulatory, municipal, financing and landowner commitments and oversees the overall direction of company representation for the projects. His experience includes operations, engineering, construction, and project development of several power projects in California. Prior to that, he held engineering, manufacturing, and facility management positions with ADC Telecommunications and Times Microwave. He received a Bachelor of Science in Electrical Engineering with honors from Northeastern University and an Executive program MBA from the University of New Haven.

 

Peter Capitelli | Vice President, Project Finance

Mr. Capitelli is responsible for arranging limited and non-recourse debt and equity financings for Noble’s construction and turbine acquisition needs. He has more than 20 years of experience in developing and financing a variety of projects in various industries, both in the U.S. and abroad. Prior to joining Noble in 2006, Mr. Capitelli spent 17 years in banking, focusing on project finance, leasing and M&A transactions. Previous development experience includes three years at TXU/Enserch Development. He holds a bachelor's degree in Engineering from Manhattan College and an MBA from Fordham University, with a concentration in Finance.

Sandra L. Dykstra-Sayyeau | Vice President, Environmental Management

Ms. Sayyeau is responsible for developing and maintaining Noble’s Environmental Program through researching regulatory requirements, developing permitting strategy, developing and maintaining agency relationships, managing environmental studies, coordinating applications for required permits, and overseeing compliance of applicable environmental requirements for wind energy facilities companywide. She was responsible for engineering and permitting wind power facilities in California and Costa Rica, and other energy facilities in New York, Massachusetts, and Puerto Rico. Ms Sayyeau has BS degrees in Civil Engineering and Environmental Engineering from the University of Rhode Island.

Anna Giovinetto | Vice President, Public Affairs

Ms. Giovinetto oversees Noble's Public Affairs Group. Her responsibilities include regulatory affairs and media relations. Prior to joining Noble, Ms. Giovinetto was Director of Renewable Energy for Evolution Markets, LLC, the leading brokerage firm in the environmental markets, where she was responsible for coordinating the development of Evolution’s operations in both the compliance and voluntary markets for renewable energy certificates. She has a strong background in sustainable development and environmental policy in developing countries that includes work in Africa with the United Nations Environment Programme (UNEP) and Oxfam. Ms. Giovinetto received her master's degree in Environmental Policy Studies from Columbia University’s School of International and Public Affairs.

Thomas Hiester | Vice President, Development

Mr. Hiester oversees the development of Noble’s projects. He has more than 25 years of experience in power project development, including wind energy, biomass, geothermal, landfill gas and gas-fired cogeneration technologies. Prior to joining Noble, Mr. Hiester was Senior Resource Acquisition Project Manager and Manager of Wind Assets at Puget Sound Energy, where he was primarily responsible for the acquisition transaction, co-development, financing, construction, and startup in 2005 of two wind projects totaling 380 MW. Mr. Hiester’s work resulted in Puget Sound Energy being recognized as a leader in investor owned utility development of wind power. Mr. Hiester has a BS in Physics from Colorado College and a Master Degree in Atmospheric Science from the University of Washington.

 

Mark Lyons | Vice President, Senior Counsel

A member of the Legal Department, Mr. Lyons provides and manages legal resources to support the company's project development activities. He is responsible for regulatory strategy, representation before agencies, and project contract negotiation. Mr. Lyons directed the development of Noble’s Clinton County, New York projects. He has 27 years of experience in the renewable energy and independent power industries, including project and policy development. Mr. Lyons received a BA, cum laude, from Amherst College, and a JD from Albany Law School.

Jeffrey M. Nelson | Vice President, Project Finance

Mr. Nelson has more than 17 years of management, operation, asset management and development experience in the energy industry, in the U.S. and internationally. Renewable energy projects include the implementation of a wind plant in West Texas and a wood-fired plant in upstate New York for KENETECH Corporation. He has participated in numerous dept and equity financings and was a member of the NORESCO team that developed the first private power project in Panama. Mr. Nelson is a former U.S. Navy Submarine Officer. He holds an MBA from Rensselaer Polytechnic Institute and a Bachelor of Mechanical Engineering, cum laude, from Villanova University. He is also a Licensed Professional Engineer.

Daniel Nugent | Vice President, Asset Management

Mr. Nugent is responsible for all the hard and soft assets of Noble Environmental Power and its affiliate companies. He has overall P&L responsibility for the operating assets. Mr. Nugent has more than 20 years experience in engineering, operations, general management and development of energy projects. He has worked for utility, utility subsidiaries and IPPs including PSEG Power, PSEG Global and John Brown Ltd.. Mr. Nugent has held assignments at multiple facilities throughout the U.S., including Hawaii, where he was responsible for 20% of the electric generation on the island of Oahu.  He holds an engineering bachelor's degree from the University of Massachusetts, a master's degree in Mechanical Engineering from the University of Wisconsin and an MBA from Chaminade University, Honolulu.

Glenn A. Sampson, PE | Vice President, Technology

Mr. Sampson is responsible for guiding the project definition activities necessary to transition our projects from land acquisition to construction. He has over 30 years experience in the development, design, and operation of power generation facilities of every description. He was formerly Engineering Manager for the EPC contractor, CNF Constructors, and founding Principal of the consulting firm, Advanced Energy Solutions. In those capacities he has participated in the development of a power project that brought LNG to Puerto Rico to displace heavy oil combustion, a combined-cycle plant in West Africa, and a successful multi-unit response to the recent power crisis in California. Mr. Sampson has a bachelor’s degree from the United States Merchant Marine Academy.

Francis R. Stone, Jr. | Vice President, Financial Planning and Analysis

Mr. Stone is responsible for managing the annual budget process, treasury, weekly cash flow projections, P&L Analysis, project cost analysis, and forecasting. He comes to Noble with more than 20 years of experience in the finance industry. Most recently, Mr. Stone was employed at La Petite Academy in Chicago, where he served as Vice President of Financial Controls and Compliance. His responsibilities included SOX implementation, corporate audit, divisional analysis and field/sales audit. Prior to joining La Petite Academy, Mr. Stone worked for Argus Management Corporation, which provides financial consulting and interim management services. Other career highlights include various positions, such as: Corporate Controller, Chief Operating Officer and Division Controller. Mr. Stone completed his undergraduate degree at UMASS Lowell in Financial Management, and obtained his master’s degree from Rivier College.
